If the goal is to do scientific research Useful to humanity, why does the number of articles or academic performance decrease when a professor is at his most productive?

What are the reasons for this?
Researchers should be financially supported from the experimental studies they have conducted and the experimental data they have obtained.
Taking data from the graphs presented in the articles does not give very accurate results from a scientific point of view either.
Other researchers need to have access to the RAW DATA of the graphs that cannot be presented in the article.
